Problem analysis and solution:

There are two reasons:
1. The permissions are not enough and are not processed generally. Only the root user can use tcpdump , sudo. / tcpdump
2. By default, only four tcpdumps can be used at the same time. If they are used up, this kind of error will be reported. We need to stop the extra tcpdump

should be added to run the make install command
