Solution:
Modify the license file under the installation directory xxxx \Exelis\License, open the .lic file with a document editing tool (Notepad or Notepad++), and use the editor’s replace function to replace all SIGN= with TS_OK SIGN=.
Installed testlink 1.9.16 on Windows 10 with error when running tests:

By opening the memory book, Ctrl+F search for $finalFilters
Replace

With
$finalFilters = array();
$guiObj-> design_time_cfields = array();
